Position Objective:
  • Manage, plan, organize and direct all administrative and technical activities of CTI China, including all branches within area of responsibility.
Description - External
  • Manage infrastructure services delivery to Citi Franchise in China.
  • Manage Technology Infrastructure support to users across all end user products including desktop, telephony,
  • messaging, mobile wireless, conferencing and collaboration, remote access ensuring defined Service Levels (SLOs).
  • Manage support to network and voice infrastructure for campus sites, branches, contact centers, key front end delivery
  • channels.
  • Represent and co-ordinate with regional and global CTI team including Global DC, Global Technology Organization for
  • ensuring stability of technology infrastructure services.
  • Responsible for Service Quality goals for services managed by local team. Represent on incident management, change
  • management.
  • Manage financials with direct responsibility of expense plan, review allocations and represent the financial recovery with
  • local business sectors and manage the IT Optimization targets.
  • Ensure TI strategy is aligned with overall business strategy and engage with business units on BAU support, Project requirements, Financials. Represent TI on senior management meetings
  • Maintain safety and soundness of technology infrastructure through refresh, vulnerability threat management. Manage
  • resilience of infrastructure through elimination of single points of failure (SPOF) and ensure support for technology and business COB drills.
  • Responsible for overall risk management within TI operations, engagement with internal and external audits, regulatory
  • reviews. Manage operations processes, compliance to Citi standards, regulatory requirements, corrective action plans
  • (CAPs) for issues and gaps identified through self-assessment processes or as a result of audits.
  • Provide leadership for local TI team ensuring staffing, morale, etc.. Responsible for people management functions for
  • the TI team.
  • Manage vendors, contract and non-direct staff workforce. Support to third party connectivity e.g. Central Bank, other
  • banking payment services, other business partners.
  • Manage the rollout of global TI products and service innovations e.g. IP based telephony, Desktop Optimization, Videoconference
  • and collaboration tools.


Qualifications - External
  • Experience in IT Infrastructure projects delivery, operational management, data center management and control.
  • Experience in financial management and allocation policies.
  • Conversant with emerging information technology and systems, specifically in the following areas: End-user computing,
  • Mid Range Servers, NAS, Database & Storage, Middle ware and Imaging Platforms, Regulatory and Market Data
  • Systems, Server Based Computing, VMWare and Thin Client environments, Data and Voice Network, PABX systems,
  • Voicemail systems, Dealer board, Loggers, Call Center Infrastructure, Internet and Third Party Connectivity.
  • Excellent interpersonal and communication skills.
  • Conversant with the local banking technology and telecom regulations impacting Technology Infrastructure.
  • Ability to work in a team of diverse skill sets and cultures.
  • Proactive, with a can do attitude.
  • Experience in managing multiple technology groups and ensuring consistent process delivery
  • Degree in Information Technology/Business Administration or related fields.
  • Minimum 10 years of managerial experience in the area of infrastructure technology.
  • Past experience in managing large teams across various domain and geographies.
  • Experience in interacting with various technology and telecom service providers.
Qualification & Experience required
  • Minimum 10 years of working experience in Technology Infrastructure in banking industry, especially in the IT Operations area.
  • Minimum 5 years of managerial experience in leading teams of IT Operations.
  • Bachelor or equivalent degree, preferably in Information Technology.
  • Experience of leading 24x7 production support team and in-country support teams.
  • ITIL or ISO experience is an added advantage.
