Function Background/Context:
As the First Line of Defense, CBORC has the responsibility of establishing a robust, consistent framework that fosters an effective control management in the organization and has front-to-back line-of-sight across all Consumer businesses (e.g. Cards, Loans, Mortgages, Wealth Management, Branches) and functions (e.g. Consumer Operations), working in close partnership with Enterprise Risk & Control (ERC), Operational Risk Management and Compliance (Second Line of Defense) and Internal Audit (Third Line of Defense).
Job Purpose:
  • Support Retail Bank - BB&D and WMP Liabilities to ensure compliance on Citigroup policies as well as Local and US Regulatory Guidelines and policies
  • Perform gap analysis on revision or changes in policies and regulations and to ensure implementation and execution of various processes and documentation related to product launches and distribution of liabilities sales
  • Project Management and coordination of FATCA
Key Responsibilities:
  • Perform control activities for Business Units such as process deep dives for enhancements, escalation of issues and recommendations, sharing of best practices via participation in Health Check reviews, in addition to managing of the iCAP / MCA / RCM processes, review of LOPs and support in audit and regulatory reviews
  • Work with business to seek Legal Opinion and Compliance advisement requirement on matters and clarification that have impact on regulatory and policy matters
  • Work with branches and Branch Operation Head to review, formulate processes, and communicate to branches to ensure strict compliance to Regional Consumer Control Procedures Manual (RCCPM)
  • Review regulatory changes, cascade to key stakeholders and update LOPs
  • Lead and supports in the implementation and execution of key projects FATCA for consumer businesses
  • Manage a team of FATCA SMEs from various stakeholders to educate, implement and execute key activities of FATCA related


Qualifications and Competencies:
  • Tertiary education (i.e. banking, accounting, finance, law, business administration or related discipline)
  • Minimum 5 - 8 years' work experience in regulatory, bank, investment, insurance and/or fund management environment with audit, compliance and/or legal background preferred
  • Self-starter, independent, adaptable to changes and disciplined
  • Action and results oriented, pleasant personality
  • Good verbal and written communication skills including excel and power point applications
  • High degree of energy and drive; good organizational and people management skills including understanding of sales personnel behaviour
  • Commitment to teamwork, quality, details and integrity
