GENERAL PURPOSE:

Under general supervision, act as day-to-day lead for implementation of agency asset management program. Position requires specialized technical, administrative, procurement, records management skills, as well as general project management knowledge. The position requires the ability to exercise independent judgment, initiative, and decision making within defined guidelines. The incumbent serves as liaison with regard to assigned programs, policies, procedures, or other assigned functions for the directors/divisions as needed.

 

ESSENTIAL FUNCTIONS:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Manages the implementation of the agency asset management (AM) program.

• Manages the development and ongoing administration of the annual agency AM work plan.

• Manages the development and ongoing administration of the updated Transit Asset Management Plan (TAMP).

• Administers and oversees the Asset Management Steering Committee.

• Develop tasks and monitor delivery for asset consulting team.

• Reviews and develops documentation for AM data structure.

• Interfaces with Enterprise Asest Management System team, coordination system implementation with larger AM program goals.

• Assists in the development of agency staffing plans, including position descriptions for AM program.

• Works with contracts and construction teams to improve collection of AM data from construction projects.

• Coordinates with budget and finance teams to improve AM financial forecasting and budgeting systems, data and procedures.

 

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's Degree in business administration, public administration, or closely related field and five years of experience in asset management or related business processes, including experience in managing complex projects/programs across disciplines. OR an equivalent combination of education and experience.

 

Required Licenses or Certifications:

Possession of valid Washington State Drivers License.

 

Required Knowledge of:

• Processes, procedures, and practices of project management.

• Asset management principles, systems and processes.

• MS Office including SharePoint and experience of two years which must have been acquired within the past five years.

 

Required Skill in:

• Utilizing personal computer software programs including SharePoint, Microsoft Office and Visio.

• Sound judgment, high level of confidentiality and the ability to escalate issues when necessary.

• Establishing and maintaining effective working relationships with others.

• Ability to manage multiple concurrent tasks and shifting priorities.

• Strong attention to detail.

• Independent judgment, personal initiative and resourcefulness.

• Strong written, verbal and presentation skills.
