Responsible for Capital planning and defining actions to address shortfall/surplus capital. Capital Management including monitoring of capital allocated against risk adjusted performance benchmarks. Portfolio management and drive Balance Sheet efficiency and optimization. Monitoring and management of balance sheet and capital metrics. Monitoring and reporting of capital and portfolio positions

Principal Responsibilities, Accountabilities and Deliverables of Role:

Capital Planning and Management:

Capital Planning

  • Develop and manage the Bank's capital management framework that governs the Bank's capital goals, targets and actions in line with internal & regulatory requirements
  • Develop and maintain the Bank’s Capital Planning process to include the following:
    1. Capital assessment (capital adequacy requirements in line with minimum regulatory and internal capital requirements);
    2. Capital projections: prepare base case capital projections over the planning horizon including impact of strategic assumptions;
    3. Assess emerging capital needs arising from regulatory changes, economic trends and other factors
    4. Capital actions: define options to address both capital short falls (e.g. revisions to dividend payout) and capital raising (e.g. issuance of equity capital) resulting from business plans/projections, portfolio rebalancing and strategic decisions;
    5. Execution of selected capital actions associated with business and/or risk requirements;

Internal Capital assessment process (ICAAP) and Stress Testing

  • Work with Head – GBSM and Group Credit & Risk (GC&R) on the development and maintenance of ICAAP, specifically on stress scenarios and associated capital requirements.
  • Ensure stress testing linked with Internal Capital assessment process (ICAAP) and Capital Plan and ensuring that the results of the periodic assessment are properly challenged and reviewed by the senior management;
  • Assist GC&R in the formulation of appropriate stress assumptions – both idiosyncratic and macro-economic
  • Ensure scenario modelling and sensitivity assessment of impact on capital taking into account stress tests
  • Work with GC&R to bring results of integrated stress testing to assess impact on capital as an input for capital planning and management

Capital Management

  • Monitor and manage the internal allocation of capital in line with risk adjusted performance metrics and associated cost of capital and capital charges
  • Monitor capital related KPIs (e.g. CAR, leverage ratio etc.) and report any breaches to Head of GBSM;
  • Undertake expected loss projections and assess its impact on capital on a BAU basis and its impact of model risk;
  • Undertaking required analysis on strategic recommendations provided by Group Strategy for acquisition, new business initiatives and divestment opportunities;
  • Work closely with Head of GBSM in articulating recommendations on Bank's initiative at time of raising capital which includes:
  • Assessing type of capital instruments (e.g. equity, debt instruments) to be issued; and
  • Management of issued sub-ordinated debt with regards to call options, repricing and its hedging of interest rate risks
  • Provide updates and suggestions to Head of GBSM on capital required to maintain business viability and pro-active deployment of surplus capital supporting the Bank’s business plan and strategy.

 

Balance Sheet Analysis and Management:

  • Facilitate capital allocation decisions based on portfolio risk vs. returns trade offs to improve risk adjusted return on capital including review of relationship level RAPM to recommend portfolio actions where necessary.
  • Monitor concentrations and impact from Pillar 2A to advise on portfolio rebalancing and sectoral / country caps as appropriate
  • Conduct stress testing to identify portfolios with fat tail risks leading to reassessment of underwriting criteria, risk distribution, stopping new origination etc.
  • Optimise RWA utilization through portfolio rebalancing or structuring or improved capital assessment methodologies
  • Cross border asset booking model to optimize local capital utilisation

Portfolio Management

  • Conduct Balance Sheet analysis which includes:
  • Determine key assumptions/sensitivities from a balance sheet management perspective and discuss & agree with key stakeholders and Head of GBSM;
  • Generate target Balance Sheet structure that optimizes risk based return under the defined constraints;
  • Develop performance based scenarios and evaluate their impacts (i.e. scenario planning); and
  • Oversee execution of GALCO approved recommendations

Portfolio Monitoring

  • Provide recommendations to establish balance sheet specific KPIs and monitor GALCO approved KPIs for business portfolios and analyze business portfolios to determine any inefficiencies;
  • Analyze relative performance of the various businesses and recommend appropriate RWA limits; and

 

Other Functions

  • Assist Head of GBSM in the overall administration and management of GALCO and the CSC to include preparation of agenda, meeting packs, compilation of analysis and maintenance of meeting minutes and action points.
  • Prepare periodic presentation to Board on Group’s capital position and strategic balance sheet issues
  • Develop and report ad-hoc/on demand MI requirement on Portfolio/Balance sheet and capital position and performance.
  • Monitor updates to key international regulatory requirements and leading practices related to capital requirements and risk management.
  • Monitor subsidiary level capital positions and maintain oversight at subsidiary level for implementation of the Group capital management framework.

Knowledge

  • Treasury, financial markets and capital markets experience with strong knowledge of Fixed Income, capital markets, and banking products.
  • Strong technical knowledge to include capital and liquidity related regulations, liquidity optimization techniques and portfolio management.
  • Strong quantitative, analytical, and technical skills and aptitude to build advanced financial models
  • Strong regulatory knowledge around Capital and liquidity across multiple jurisdictions.
  • Ability to effectively explain analysis, both verbally and in writing, to others and translate analysis into business impact
  • Strong business skills with a good understanding of commercial drivers.

 

JUDGEMENT/ COMPLEXITY

·         Post Graduate or Professional degree (ACA, MBA, M.S Finance or Accounting, Financial Engineering) combined with strong intellect, judgment and problem solving skills.

Experience

·         10+ years of progressive experience in financial risk management, treasury, investment banking and/or financial markets of which 3 years in a leadership capacity

·         International experience combined with a global perspective within a multi-cultural environment

Personal Attributes

  • Ability to lead in thought and action, build senior management confidence and add organizational value. Strong personality with a capacity for open and critical analysis.  Ability to establish credibility quickly with senior management and peers and to inspire confidence at senior levels.
