The Role: Head of Government Affairs for China

The Location: CHN - Beijing

S&P Global is recruiting a senior leader to head the Government Affairs (GA) team for China. This leader will act as a partner to S&P Global and its business units in China, and will collaborate with business team leaders and oversee government affairs issues and efforts affecting the company. The position will report to the Head of Government Affairs for Asia Pacific and Latin America, and will have a dotted line to the senior ranking business leader in Greater China. This role will be Beijing based.

Responsibilities:
A senior leader to serve as a Director on the Global Government Affairs and Public Policy team at S&P Global covering all issues and opportunities that span across the Corporate level as well as across all of the S&P Global business divisions in China, collaborating with business team leaders and overseeing government affairs engagement and business development in mainland China.

Requirements:

  • The Head of GR China will work closely with all business units; Legal and Regulatory Affairs, Compliance, Corporate Communications, Strategy, Marketing and other relevant internal stakeholders to create and implement effective long-term strategies and action plans.
  • Partner with the S&P Global business divisions in China - identifying and advising on changes, opportunities and trends in regulation, law and policy relevant to S&P Global's business priorities and strategic initiatives.
  • Lead in government engagement and stakeholder development - serving as the primary interface between S&P Global and senior levels of governmental authorities in China on policy and matters of significance to the company.
  • Provide strategic GR counsel, program support and implementation to S&P Global's business leads in China.
  • External outreach - represent S&P Global in external meetings and events to promote regulatory, policy and key business priority objectives. Set up and coordinate high-level meetings with government officials for senior leadership traveling through the region.
  • Internal communication - communicate with regional leaders, government affairs leadership and senior management to keep them apprised of regulatory, government and market news impacting our business priorities.

Key Mandates:

Functional leadership and business partnering:
  • Acting as an advisor to the S&P Global China business leadership on government relations and policy issues, including addressing regulatory and policy questions as the business may decide to move into new areas;
  • Providing input from the China field environment into the development of strategies in mainland China and for executing China priorities and policies;
  • Interpret, present and project China's political and regulatory landscape internally to senior management, country management, legal and compliance teams.

Government Affairs:
  • Create and manage relations with government officials as well as industry and other third party organizations to support S&P Global's public policy objectives; planning and implementing strategies on public policy issues to promote S&P Global brand-building and business priorities;
  • Participate as a member of S&P Global's Corporate Responsibility team, and play a leading role in identifying public policy initiatives and facilitating outreach to public officials on issues, including philanthropic community donations and other forms of corporate social responsibility;
  • Monitor, interpret and influence the policy environment; political, regulatory, and economic trends and conditions that may impact S&P Global's businesses;
  • Drive development, positioning and execution of S&P Global's senior management outreach in China and key stakeholder engagement to relevant policymakers, ensuring external relations are anticipatory, on-going and aligned.
  • Serve as a key interface between S&P Global regional business leaders and senior levels of the Chinese government on policy issues and assuming responsibility for coordinating and integrating policy and government engagement work with mainland China's strategic and business teams, with the communications regional head, and with S&P Global's Public Affairs leaderships.

CANDIDATE PROFILE
  • The successful candidate will have at least 10-15 years relevant experience combining business, public policy and government affairs experience.
  • A proven understanding of how Government Affairs positively impacts business growth.
  • An appreciation of technology, its applications and uses, and an understanding of the trends that are shaping policies and regulations in technology and financial services.
  • A combination of public and private sector work experience would be preferable.
  • Background in financial services, technology, and legal or regulatory affairs are desirable.
  • Experience and/or relationships with key government officials is required.
  • The ideal candidate would be a strategic leader who is experienced in building and managing relationships with key government officials.
  • He/she has a combination of private and public sector work experience, a strong understanding of business issues and thinking, preferably in the IT, data and financial services sectors.
  • A strong influencer, he/she can connect well with internal and external stakeholders and provide value.
  • Fluency (written and spoken) in English and Mandarin is required, and strong communication and presentation skills in both languages essential.
  • Experience in cross-functional teams to improve organizational performance in complex, dynamic business environments would be a plus.

  • Displays an ability to monitor and report on policy developments and regulatory affairs, including introduction of new legislation and/or regulations of importance to company's strategic decisions; exhibits capability to advise on specific legislative issues and government relations related crisis management; adapts to a changing environment with creative solutions in support of China business directions;
  • Demonstrates ability to proactively partner with China country leadership, supporting business objectives while maintaining compliance to applicable regulations as well as company policies; helps grow business opportunities through application of public policy government insights.

  • A thorough understanding of how to build and leverage a comprehensive network in Beijing and key provinces; has profound knowledge of the Chinese political decision-making system in order to navigate company in China;
  • Ability to quickly grasp the key economic, social, and political levers in a country and global context and translate them into new business opportunities while positioning company as a leader in the industry;
  • Demonstrates a track record in setting and achieving goals; has proven project management skills, including project design, execution and budget management; has successfully developed communications strategies for broad areas; has proven ability to adapt quickly to a new industry environment;

  • Empowers and inspires high performance teams; can influence by means of logic/rationale backed by analysis and data as opposed to leveraging authority and directive command;
