Principal Treasury Officer - Capital Markets

The Asian Infrastructure Investment Bank (AIIB) was created to help foster social and economic development, create wealth and improve infrastructure connectivity in Asia by investing in sustainable infrastructure and other productive sectors. As a new addition to the global multilateral development bank (MDB) family, AIIB works closely with other multilateral and bilateral institutions as well as the private sector to improve infrastructure by promoting regional cooperation and partnerships. AIIB has 103 members, including 21 prospective members, and has an authorized capital of USD100 billion, of which USD20 billion is paid in. AIIB is a triple A-rated institution.

The Principal Treasury Officer-Capital Markets will be in charge of various activities related to the Treasury Department's tactical management of AIIB's balance sheet. The role is primarily responsible for the preparation, execution, and documentation of the Bank's borrowings in the international capital markets, associated promotion, banking and investor marketing activities, and derivatives transactions. The role will require involvement with other activities in the Treasury function, including - but not limited to - portfolio management, credit rating agency engagement, financial projections, treasury strategy development, and IT infrastructure.

The key responsibilities for th e Principal Treasury Officer-Capital Markets includ e but are not limited to:
  • Drive demand for and analyze borrowing and liability management opportunities, negotiate with intermediaries, and execute as well as document deals through analyses and discussions to complete the authorized annual borrowing program and associated derivatives transactions.
  • Identify, establish, maintain and develop relationships with, and serve as the main point of contact of, relationship banks through correspondence, meetings, and discussions to foster strong working relationships with a broad range of institutions in order to facilitate the Bank's Treasury function's objectives.
  • Identify, establish, maintain and develop relationships with, and serve as the main point of contact of, debt investors through correspondence, meetings, and discussions to develop a loyal investor base for the Bank's debt issues.
  • Drive the Funding approach to sustainable issuance in line with Bank policies.
  • Innovate and develop ideas, plans, objectives, and conduct meetings with investors and other related external parties to promote the Bank's borrowing and derivatives activities.
  • Recommend and present transactions for execution to the Treasurer to ensure proper review and that transactions meet the Bank's objectives.
  • Participate, as directed, in relevant internal committees and working groups assessing strategic ideas as well as in relevant external conferences and peer group fora.
  • Regularly report objectives and results.
  • Participate in the review and development of relevant authorizations, policies, and guidelines.
  • Maintain all processes with respect to the framework for the Bank's capital markets activities, including but not limited to borrowing program documentation, ISDA/CSA agreements, credit rating agency and other external communication.
  • Make relevant suggestions with regard to the planning and management of IT systems required for performance analysis and management reporting.
  • At all times maintain compliance with internal and external regulations and controls.
  • Contribute proactively to the improvement of the effectiveness and efficiency of the Treasury function by leveraging technology, driving automation and defining best-in-class processes and procedures.

  • Minimum 10-15 years of relevant practical experience including leading an international funding team.
  • Proven ability to develop and maintain investor relationships at a senior level.
  • Experience in sustainable finance principles and initiatives, and knowledge of related governance and standard-setting bodies.
  • Certified Treasury Professional (CTP) certification a plus.
  • Excellent or al and written communication skills in English.
  • Detail-oriented, conscientious, systematic, and a team player.
  • Must be able to handle pressure well.
  • Excellent spreadsheet and database skills.
  • Strong organizational, critical thinking, and stakeholder service skills.
  • Ability to multi-task and manage competing deadlines.
  • Ability to work in and lead a high performing team.
  • Familiarity and experience with Treasury Management Systems (TMS).
  • Master's degree or equivalent preferably in finance or business.
