Are you experienced in directing loan and front office operations, managing collateral on swaps, controlling securities life cycle and overseeing documentation? Are you a finance professional with excellent knowledge of banking products from a back office and accounting perspective? Do you possess deep awareness of cash and securities payment and clearing systems?

Then you can join the Council of Europe Development Bank as Settlements, Payments and Collateral Technical Officer – helping to build a better world with a multilateral development bank with a strong social mandate.

Established in 1956 and bringing together 41 member countries, the CEB finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. At the heart of the Finance Directorate, you will be central to our technical and administrative activities in order to support the entire operation processing cycle.

In particular, you will record and monitor loan operations as well as operations initiated by the front office – guaranteeing the integrity of back office activities by carrying out detailed checks and dealing with any anomalies. At the same time, you will manage margin calls and securities substitutions, implement interest payments, control pledged securities, update monitoring tables and take ownership of documentation for swaps and borrowings, whilst driving continuous improvement in KPIs and procedures.

To take on this very varied and extremely responsible position, you will need:

  • Sound finance experience gained in an auditing or consultancy firm, middle office or back office
  • Familiarity with ISDA/CSA framework agreements
  • Fluency in either English or French
  • Excellent knowledge of office automation tools (advanced Excel, Word, databases) and ideally specialist software (e.g. Bloomberg)
  • An innovative and adaptable approach, with strong focus on results
  • Exposure to the bond market (issues and documentation), although this is by no means essential
