Director - APAC Head of Counterparty Risk & Remediation Projects, FICC
Job Purpose:

Under the guidance from Region Head of Financial Institutions & Counterparty Credit Risk Management ("FICC"), , implement the strategy and governance framework for Counterparty Credit Risk (CCR) across Citi APAC.CCR Governance includes the 2nd Line of Defense review and challenge in a variety of CCR related committees with the goal of bringing consistent thought process and actions to the CCR exposures.

Key Responsibilities:
  • Lead and manage a team of 4 risk professionals to implement CCR risk appetite and governance of CCR exposures to Citi APAC
  • Support Global Head of CCR to create and build a CCR governance framework, policies and procedures, and operating model. Work with APAC FICC head to implement this across the region
  • Demonstrate strong capital markets and technical expertise to ensure that risk is appropriately identified, measured and managed accordingly
  • Be fluent on the quantum, trend, composition of CCR exposure and work in conjunction with risk and business partners to establish overall CCR and WWR risk tolerance limits across Citi APAC
  • Support Head of CCR to oversee governance of the PSE, Stress Testing and DSFT Councils
  • Implement a stress testing approach to pre-settlement exposure so that it can be used as another lens into the CCR portfolio
  • The candidate will develop & implement Citi's risk appetite CCR frameworks, practices and policies across all market credit sensitive products, which include loans, derivatives and other capital markets products (cash; securities lending; equity, FX, and FICC derivatives; Equity and FX Prime Brokerage), clearing and settlement.
  • Actively monitor the CCR across business, risk stripes and legal vehicles with a focus on proactive problem recognition, stress testing and overall portfolio management.
  • Primary APAC interface to the regulators for the CCR portfolio. Manage increasing demands of regulatory and management reporting, including ensuring timely input from key stakeholders and monitoring data quality.
  • Involvement in product governance forums (product level risk reviews as well as business risk and controls)
  • Serves as a point of escalation for key issues or time sensitive decisions. Acts decisively in high risk scenarios, assessing a situation based on available data, experience and judgment.
  • A proactive approach to managing and motivating the team and searching for process improvements
  • Engage with APAC regulators and other constitutes on counterparty credit and financial institutions discussions
  • Clear and responsive communication with senior management, auditors and regulators on all aspects

  • Candidates should have a minimum of 10 years of financial institution or other intensive credit risk experience
  • Strong capital markets product knowledge and analytical experience is required
  • Strong technical expertise and solid understanding of capital markets products, credit documentation (credit agreements, ISDA, CSA) and complex structures and associated risks (synthetic loans, derivatives).
  • The preferred candidate must be a Senior Credit Officer, or demonstrate the ability to attain SCO Level 2 quickly.
  • Strong partnering skills and the ability to work collaboratively across the organization; sound fundamental credit and portfolio management skills
  • Proven track record of building business relationships. Strong influencing and negotiating ability.
  • Has deep knowledge of the competitive landscape and potential threats and opportunities

  • Able to quickly distil transactions/business propositions to key risks
  • Strong people and process management, mentoring, and coaching ability
  • Demonstrated leadership skills

  • Relationship building across functions and regions. Regularly communicates and ensures key messages are cascaded throughout the broader teams.
  • The candidate should be proficient in legal, regulatory and compliance matters and should be able to demonstrate strategic risk insight and sensitivity to macro and regulatory issues.

  • Educated to degree standard or equivalent; MBA preferred
  • Exceptional candidates who do not meet these criteria may be considered for the role provided they have the necessary skills and experience.
