The Risk Assurance and Control function is an independent risk management role within the second line of defence with the responsibility to perform comprehensive risk assessments (Credit and Non-financial risks) of an assigned business and/or location and/or region’s credit risk profile, credit management process and risk control frameworks. The team operates in a regional context and supports the Regional CRO in ensuring the effective independent second line Risk Management for the Asia region.

Your Function
The team comprises two core functions, each contributing to the overall assurance and control activities within the region.

The 2nd Line Assurance & Control testing team provides an independent assessment of the control effectiveness of the key-controls and to support the improvement of the risk position in the region including Rabobank’s treasury activities. The team has an important role in the delivery of an effective Risk Control Framework (RCF) through testing and advice, achieved via the delivery of a Regional control testing plan and supporting risk identification and control design effectiveness.

The Credit Quality Assurance function is responsible for helping the Bank accomplish its objectives by assessing the credit quality, and to evaluate and test the effectiveness of credit risk management, control, and governance. As part of this, the CQA team evaluates the completeness, consistency and accuracy of the credit profile (incl. risk parameter and non-financial risk assessment) of individual loans and credit facilities. It also evaluates whether the businesses complies with internal policies, standards and procedures, and whether legislative or regulatory requirements are appropriately addressed. The CQA team furnishes management with this analysis and, when applicable, advice and recommendations to the business.

Your Responsibilities & Accountabilities

  • Manage the regional Risk Assurance & Control team; oversee and steer all activities, ensure adequate resourcing, identify opportunities for improvement, support staff development
  • Manage the implementation and development of the functional program, including the implementation of relevant frameworks, processes, tool and systems to identify, assess, measure, manage, monitor and report risks
  • Champion and oversee an effective and independent assurance framework for the region that is in alignment and complies with the Bank’s various standards and Group policy and regulatory requirement; 
  • Provide support and challenge the risk owners in the development of and manage processes to identify and evaluate risk and control self-assessment;
  • To support the development of good quality data management through working with relevant departments including Finance, Risk Mgmt. and 1st line Business / Operations / Support to ensure high quality data for management, financial and regulatory reporting;
  • To proactively promote the right organizational risk behavior and culture;
  • Attend risk committees or other relevant bodies as required;
  • Ensure alignment with other assurance and control functions globally;
  • Support the CRO by contributing to the resolution of any issues that may arise from time to time and for progressing the risk agenda.

Your Profile

  • 10+ years of relevant experience with solid experience in Operational Risk, Credit Risk or Audit
  • Extensive risk management experience and proven track record in developing/executing risk strategy, policy and plans
  • Strong analytical skills and understanding of risk management tools, techniques and systems
  • In depth knowledge of risk management concepts, principles and control frameworks (internal/external)
  • Strong understanding of the Bank’s products and complex transactional structures
  • Thorough understanding of local regulatory requirements
  • Excellent leadership & management skills, able to influence and manage stakeholders
  • Fluent in English
