Liquidity Risk Officer


Environment

The Liquidity Risk Officer owns for the Head of Market Risks and the CRO the oversight of the Liquidity and the Structural Risk frameworks. He carries out this mission in good coordination with central ALM risk teams to guarantee the consistency of his action with principles prevailing at Group level. The LRO reports to the Head of Market Risks in ASIA (RISQ/ASI/MAR) and functionally to the Head of RISQ/MAR/ALM.

Mission

Main Responsabilities:

• Responsible for independent second level supervision and validation of the liquidity risk management framework
• Responsible for independent second level supervision and validation of the forex and interest rate risk management framework for the banking book
• Contributes to strategic risk management processes including Risk Appetite Process

Mission details
Responsible for reviewing and challenging the 1st line of defense on liquidity risk management, and owning for the CRO and the head of market risk all the liquidity oversight function:

Liquidity Risk Oversight:


• Validate the liquidity risk framework, including limits and threshold, proposed by the first line of defense,
• Validate the liquidity risk governance, proposed by the first line of defense
• Draft policies and procedure of the structural risk framework as second line of defense,
• Understand and independently support the mechanics and assumptions behind all the liquidity stress scenario analysis and pro forma cash flow reports,
• Independently monitor the liquidity risk profile of the institution in terms of cash flow,
• Validates the adequacy of the liquidity steering vs. the Risk Appetite Statement,
• Monitor, as a second line of defense, all the funding limits/threshold and checks their appropriateness (based on monitoring performed by Financial Division)
• Make sure that a remediation plan is implemented in case of limit/threshold breach,
• Keep the CRO informed before all his meetings where liquidity could come up, with advisory role.

Contribution to liquidity model validation:

• The LRO will be a subject matter expert for the market risk model validation team.

• Validates the adequacy of the Forex and Interest rate risks steering vs. the Risk Appetite Statement,
• Monitor, as a second line of defense, all the limits and checks they appropriateness (based on monitoring performed by Financial Division)
• Make sure that a remediation plan is implemented in case of limit/threshold breach,

Degree and level of Autonomy


Job requiring:

- A Good knowledge of the market operation, and the issues related to the measurement and follow-up of liquidity, market and credit risks allowing to work autonomously
- To take a lot of decisions or initiatives, and to implement good coordination and partnership skills.

Education
Post graduate degree from good university in finance, economics, or mathematics

Experience
Significant experience RISQ, MARK, DFIN (between 3-5 years)

Languages
English as the main language

Strong knowledge of the market and the instruments of the business line oversee
Understanding of the regulatory and compliance environment
Good communication with traders, support functions and global teams outside Asia.
