Technology & Operations (T&O)
Global Accounting & Product Services (GAAPS) within T&O leads the accounting and operating control environment for BlackRock's global commingled vehicles and provides various other administrative support functions to BlackRock's various product ranges.

APAC Team Overview
Japan Fund Administration is part of the APAC Fund Administration team within GAAPS Product Oversight and Governance (POG). POG teams are organized regionally to support the unique jurisdictional requirements of our various commingled fund ranges. This includes oversight of the fund-level "structural" needs of the relevant fund ranges, partnering with teams that build and cultivate our products, ongoing oversight and delivery of the accounting infrastructure/processes (including NAV, audit & financial statement processes), oversight of external providers and fiduciary oversight to our funds.

APAC Fund Admin is responsible for the overall control environment in respect of APAC domiciled products and handles numerous business affairs in support of our funds. We connect across GAAPS, Business Operations and the Firm to facilitate robust and effective change within our fund ranges. This includes ongoing proactive engagement and management of our service providers to ensure effective partnership & relationships.

Role Responsibility
Team Management & Leadership

  • Provide leadership to the local Japan Team as well as actively contributing to the regional team from a technical, functional and people management perspective.

  • All aspects of people management including developing and motivating the team through cultivating an inclusive environment, providing feedback, managing performance and ensuring accountability.

  • Represent the function to senior partners both within T&O and across the broader business both locally in Japan and across the region. This requires building effective relationships with regional & global colleagues to deliver scalable and consistent solutions that will deliver the firm for the benefit of the local business in a matter consistent with functional practices and objectives.

  • Advocate and deliver scale able operational platforms that upholds the highest fiduciary standards whilst clearly and effectively communicating complex operational concepts to functional management and local partners.

Product management

  • Lifecycle Events, Restructures & On-Boarding - Guide the team to work with internal partners and external service providers in planning and executing fund lifecycle events and fund enhancements (e.g., fund launches, liquidations, restructures, corporate action events, stock splits)

  • Tax & Accounting Policy Coordination - Partner with Accounting Policy and Product Tax teams, including Capital Gains Tax Committee. Lead matters related to establishment of appropriate tax accrual policies and other tax matters that may impact the funds

  • Product scope - all BlackRock Japan domiciled ITM's (listed and unlisted) as well as acting as a liaison and providing a level of coverage for limited offshore pooled products.

Controls & Provider Management

  • Managing both the internal and external risk & control environment as it applies to pooled funds - apply BlackRock standard controls as well as designing and implementing scale able, strategic enhancements to facilitate the local fund structures and ecosystem. This includes applying BlackRock's comprehensive control framework to providers.

  • Capturing local and global regulations and practice changes affecting to Japan domiciled ITM and solving with internal / external stakeholders and regional team proactively.

  • Operating Events - in coordination with our partners, communicate, manage and address any operating events that impact our funds.

  • Policies and Procedures - ensure maintenance and application of these whilst benchmarking to global standards.

  • Ensure change is robustly managed both within the team and at the providers.

  • Primary onshore point of contact for provider relationship and oversight.


Projects / other

  • Lead/partner in cross functional platform change initiatives ensuring clear and concise communication to partners.

  • Engage as appropriate on business related initiatives (e.g., acquisitions, service provider conversions, mergers, etc.)
Qualification
Bachelor's degree in accounting or finance.

Advanced degree and/or CPA/CFA desirable
Experience & Key Competencies

  • 10+ years combined experience in public accounting, mutual fund administration or mutual fund accounting experience.

  • Experience working within an international firm is highly desirable

  •  Prior experience with Japanese Investment Trusts (including JITA rules), accounting standards/practices, local market infrastructure and providers. Can easily navigate through the technical and regulatory issues affecting the investment industry. ETF experience is preferred.

  • Computer proficiency in Excel, Word and PowerPoint. Ability to use technology and automation to manage risk and improve scale ability.

  • Results Orientation - achieves results through discipline, client service mentality, building partnerships and demonstrating sound judgment and decisiveness. Has a desire to consistently raise performance standards.

  • Operational Skill - large-scale operational experience from a major asset management firm or service provider. The ability to organize, drive and execute projects, upgrade, correct or develop capabilities should be evident in the individual's background.

  • Communication Skills - creates an atmosphere in which people work together to produce excellent results. The person should have the ability for excellent verbal and written communications (both in Japanese and English), with a natural, effective, consultative style.

  • Influencing Skills - comfortable working across multiple functions, geographies and partners with creativity and sound judgement.

  • Cultural Fit - ability to build scale and efficiency. Empowers team members and has a drive for results. The firm values quality, emphasizes transparency, seeks open communication and insists on integrity. Individuals are expected to be able to live with ambiguity, handle periodic stresses and solve problems effectively.
