APAC Senior Manager, Market Risk - Treasury and Liquidity Risk

My client is a leading global bank who is looking to hire an experienced manager to join their high performing team. The Ideal candidate should encompass a strong background in Group Treasury oversight and should be familiar with liquidity stress testing framework. One of the main responsibilities of the incumbent is to make sure activities conducted are compliant with governing regulations, internal policies and procedures.

Responbilities

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
  • Champions a high performance environment and contributes to an inclusive work environment.
  • Business Relationship: Develop effective relationships with business lines that fosters awareness of the Bank's risk framework and sharing of information.
  • Liquidity and Market Risk - Identify and assess risks in the Treasury portfolio, and ensure consistency with the Bank's risk appetite and the approved business mandate.
  • Identify issues that require escalation to senior management and provide recommendations for resolution.
  • Partnering with Treasury groups regionally- engage Front Office in a proactive manner to promote open communication between risk and trading.
  • Discuss positions, P&L and risks with the desks, and communicate with TFRM senior management. Opinion on new trading strategies and product/market entry.
  • Ensure annual limit reviews, policies, limit amendments, and new business/product proposals are completed in a timely manner.
  • Partnering with International Risk groups - communicate with teams globally to ensure all relevant groups understand trading operations and risks in Asia. Keep abreast of developments within TFRM and ensure department objectives are achieved for Asia.
  • Regulatory & Audit - communicate with local regulatory authorities and participate in audits performed by internal audit department and others.
  • Communicate the bank's strategy and direction to regulators and correspondingly update TFRM management with regulatory activity and any changes to regulations.
  • Prepare daily liquidity reports, monthly/quarterly reports for Regional and Local ALCO and Board meetings and ensure consistency across the region.
  • Review liquidity policies and ensure consistency across APAC region and Canada.
  • Stay abreast of current market and business developments in Singapore and advise Senior Management accordingly.

Requirements
  • Coach a team of managers in the region to ensure appropriate Group Treasury oversight.
  • Be an active member in local Singapore ALCO committees. Review minutes of, and provide guidance to, other APAC ALCOs.
  • Develop an appropriate liquidity stress testing framework across APAC, in line with industry and the bank's best practices.
  • Support the Head of Market Risk Asia Pacific and Senior Risk Officer with ad hoc risk related projects as required for APAC.
  • This position is situated on the Global Banking and Market Asia Pacific trade floor in Singapore
  • Degree in finance or other quantitative discipline. CFA/FRM/PRM is desirable
  • Strong understanding of ALM and Treasury and associated risks
  • Knowledge of Asian capital markets through direct experience in a risk management or trading role
  • Ability to work independently and without direct supervision
  • Excellent communication skills
  • Ability to work in a fast paced environment
