Job Purpose:

The Tech Specialist / Development Lead will manage the development and implementation of GI APAC and integration of partner applications. Provides analysis support to other applications connected with APAC Sanctions Screening.  Participates in the analysis, design and development of Citi's global sanctions screening technology.

Job Background / Context:
Compliance Technology Services are looking for a Lead Technical Specialist / Developer to manage the extant GI APAC application and to partner with Operations, Compliance and other Technology teams to implement best in class sanctions screening technologies.
The selected candidate will be the point person for sanctions screening technology in the Asia Pacific region.

Key Responsibilities:
  • Ensure all enhancements to GI APAC are thoroughly tested and implemented with no (or minimum) disruption to partner applications;
  • Work in partnership with Compliance users to develop and drive initiatives that transform and modernise the sanctions screening (and associated workflow) landscape;
  • Contribute to the development / writing of business requirements documents, functional and technical specifications, test plans and test cases;
  • Work with Compliance, Operations and other Technology teams to identify appropriate solutions and validate and improve existing setup;
  • Work with IT teams at multiple locations to with capability of implementation, customisation and development of the vendor project;
  • Contribute to all aspects of the planning and budgeting functions;
  • Become "Point of Contact" for technology delivery initiatives within the Compliance sanctions screening domain;
  • Provide technical expertise in the examination and definition of objectives of existing and proposed systems;
  • Lead projects from idea to implementation. Drive solution architecture, technical design and security design to support enterprise needs;
  • Manage staff either directly or through other managers. Establish performance goals, allocate resources, assess performance and appraise resources that are being managed;
  • Ensure proper coordination between assigned staff (both Citi and Vendor) and all interfacing staff and groups;
  • Ensure adherence to Bank and information systems policies and procedures, security measures and audit standards.

Qualifications

Knowledge / Experience:
  • Minimum 6 years' IT experience, preferably in a financial organisation
  • Minimum 2 years' experience of sanctions screening technologies, preferably in a financial organisation
  • Experience of developing and supporting applications using J2EE, Oracle DBMS, MQ, NDM
  • Experience of working with teams in multiple geographies
  • Coaching and mentoring
  • Flexible approach to work and changing priorities

Mandatory Skills:
  • Strong written and verbal (English) communications skills
  • Managing people and projects
  • SDLC (Waterfall) from initiation through to implementation
  • Struts 2 and or Spring MVC framework
  • Competent MS Office user (Excel, Word, Project, PowerPoint)


Desirable Skills:
  • SDLC (Agile)

  • Bachelor's degree (in science, computing, information technology or related discipline) preferred
