Job Title: Compliance/Cross BI - VP
Location: Singapore

This role would require you to be a cross support the enhancement and implementation of the Conduct Risk Framework in co-ordination with the global agenda, support the oversight, management and coordination of cross-border Framework where Barclays is operating in jurisdictions outside its place of operation. In this role, you will also be leading/developing initiatives to address high risk/high priority areas under Cross BI Compliance including stepping in as a delegate for the Barclays International Asia Pacific Advisory Compliance Lead.

Your Role
Conduct Risk Lead (Regional)

  • Lead the Regional Conduct Risk program for Cross BI Compliance to support the development and embedment of the Conduct Risk framework and the ongoing management of Conduct Risk, ensuring that Compliance fulfils its role and responsibilities as a trusted advisor to the Business in the APAC Region.
  • Partner with the senior level managers within the business and other control functions in relation to Conduct Risk Management, through participating in and contributing to regional forum.
  • Provide leadership and guidance to local Compliance teams, acting as an escalation point and decision maker for Conduct Risk issues in the region, in collaboration with the Global Head of Conduct Risk for Cross BI Compliance.
  • Leadership and management of Cross BI Compliance Conduct Risk team and chair related committees and working groups in the region.
  • Develop and take forward the regional Conduct Risk strategy, taking into account regional jurisdictional expectations and requirements, in line with the global strategy and agenda.
  • Assist in the building, embedment and oversight of Conduct Risk Frameworks to support the identification, monitoring and reporting of Conduct Risk events and issues through different work-streams, including but not limited to:
    • Compliance Learning Assessments;
    • Risk Assessment processes;
    • Reporting of Management Information;
    • Regional Conduct Risk Forum & Global Bulletin;
    • Verification checks of the Conduct Risk Framework.

Cross Border Advisory (Regional)
  • Support Barclays International Asia Pacific Advisory Compliance Lead in managing the Compliance coverage for Barclays in respect of the oversight, management and coordination of cross-border framework where Barclays is operating in jurisdictions other than its home jurisdictions.
  • Work with key stakeholders such as Legal, Business and Control function to help establish and consistently apply the appropriate risk appetite, ensuring this is reflected in the business operating models and associated controls across the key Barclays entities.
  • Partner with the Global Cross-Border Compliance and Global Cross Border Legal lead to ensure appropriate product and jurisdictional advice are embedded into the Cross Border framework to manage cross-border risk in line with the agreed framework.
  • Leading Compliance Cross-Border support on change and remediation projects in respect of cross-border issues for Barclays and support the production and socialisation of business guidance (e.g. with CCO for travel tool).
  • Maintain, guide and advise the Businesses in line with relevant Barclays-wide Cross Border policies and standards, in accordance with the strategy and governance framework.
  • Ensure that the Cross Border compliance advisory related activities performed in APAC are consistent with a second line of defence role and responsibility and in accordance with Compliance goals.
  • Ensure that cross border related incidents, breaches, and risk events are properly reported and recorded, including escalation to senior management.
  • Provide input into or measure, as appropriate, conformance, assurance, and reviews from the perspective of Cross Border within the Businesses, such as verification checks or monitoring reviews.
  • Support any compliance related training to the Business, including building appropriate awareness programmes in place in APAC.

Essential Skills
  • Knowledge of Investment Bank industry or other Financial services
  • Good general knowledge of the banking and financial markets sector and of regulations impacting businesses across Barclay
  • Self starter with the ability to meet or exceed deadlines, prioritise, multi-task and maintain flexibility in fast-paced, changing environment.
  • Strong organisational, project management, motivational and interpersonal skills e.g. ability to draft presentations, manipulate data in Excel, and track actions and work plans
  • Demonstrates strong attention to detail.
  • Proactive person who challenges processes and looks for improvement.
  • Ability to address competing priorities and difficult issues in a professional, assertive and proactive manner while remaining sensitive to business needs.

Desirable Skills
  • Financial industry professional qualifications
  • Experience in working in Compliance, consulting or other legal, regulatory or compliance-related support role in Financial Services (e.g. Regulatory Relations, Compliance Change or Audit) or experience in other 2LoD Functions such as Operational Risk.
