  • Job Title: Legal Counsel - SVP - EMEA/APAC Consumer Legal Regional Office

Job Purpose: 
  • The successful candidate will be responsible for Legal advisory and coordination on all Digital matters for the EMEA/APAC Consumer Region.
  • This position offers an opportunity to work on a wide range of future looking matters related to the Digitalization of any and all Consumer products and services offered by the Bank across the Region, participating in the development of the same and coordinating legal aspects involved in their design and execution across the countries. The position involves being the key person within the Consumer Regional Legal office in relation to the evolving regulatory landscape governing Digitalisation
  • The successful candidate will advise the various Consumer businesses on Digital matters in accordance with applicable laws and regulations and internal Citi policies and standards
Job Background/Context:
  • The EMEA/APAC Legal Regional Office is an important part of the Consumer Citi organization in this Region and provides a wide range of Legal advisory services to all Consumer business areas, excluding Citi Commercial Bank
  • Citi's Consumer Business is undergoing a critical, game changing, transformational process to accommodate and fully align itself with the new Digital world. This transformation affects channels and services in many different ways and increasingly requires that all supporting global functions, such as Legal, keep pace with developments by providing legal advice as to how best to design and develop these new products, channels and services within the existing legal and regulatory framework of the Region's countries
  • A clear need has surfaced to have a senior counsel, with the required Legal-Digital expertise, to be fully dedicated to providing the legal support for this Digital transformational effort
Key Responsibilities:
  • Supporting the business on all legal matters affecting the Digital transformation of products, channels and services
  • Liaising with NY Intellectual Property Legal office on all matters affecting digital projects
  • Advising in relation to agreements with digitally- related 3rd party vendors
  • Providing on-going support and advice to the business in the design and implementation of digital products, channels and services to ensure their compliance with applicable laws and regulations, as well as validating digitally transformed sales practices and new product programs involving Digital vis-à-vis any applicable laws and Citi policies
  • Support the Business, Compliance and Government Affairs/Public affairs with any lobbying efforts in respect of new or envisaged Digital legislation
  • Lead the coordination of all the country Digital counsels with a view to sharing technical knowledge and experience
  • Support the business with ongoing issue identification and pro-active assessment of documentation and/or process improvement opportunities with a view to making the same digital compatible
  • As part of the internal control architecture of the firm, the Legal function plays an important part in the approval process for the distribution of all new and/or innovative products and services, at the same time seeking to protect the Citi franchise through good judgment and compliance with Citi policies and applicable law and regulation. The successful candidate will be expected to be involved with that assessment of appropriateness of Digital products, channels  and/or services both for the customers and for Citi. Commercial and regulatory awareness, as well as good judgment, are essential skills for the successful candidate

Person Specification:
  • Significant professional experience as a lawyer in banking, ideally with the Consumer businesses of a major international bank operating in Singapore, a law firm and/or a regulatory authority in Singapore
  • Ability to develop and implement legal strategies tailored to specific, fast changing business needs
  • Broad knowledge of legislation affection Digital initiatives
  • Knowledge of Digital products, channels and services
  • Excellent technical skills (including drafting skills), and analytical ability.
  • Strong business judgment and commercial attitude
  • Ability to multi-task
  • Ability to analyse complex legal issues, develop creative solutions and provide sound legal advice to the business
  • Commitment to collaborative working
  • Positive creative attitude towards business innovation
  • Ability to understand and work within the legal and regulatory framework across countries and regions
  • Qualified lawyer in one of the Region's major countries (preferably Singapore) with significant post qualification experience (ideally over 10 years PQE)
