This role leads the Technology Services -Transformation and Remediation team, and is responsible for the delivery of major transformational projects and remediation activities. Total budget (BAU and Investment) under management is ~$90 million delivered by 150 reports (9 directs), based in 6 locations globally.
Key thematic issues addressed under the remit of the role include audit & regulatory remediation projects, major security projects, technology obsolescence and refresh, critical infrastructure uplift, Data Centre improvements and build-outs, effectiveness and efficiency improvements, process re-engineering, and portfolio governance standards & PM best practices. The role has a global impact.

Key Roles and Responsibilities

Strategy
  • Awareness and understanding of the Group's business strategy and operating model, appropriate and aligned to the role
  • Delivery of strategic projects which underpin the 3-5-year Technology Services strategy, specifically around service, security, risk, cost, technology, and people
  • Influences delivery strategy and sequencing in response to business critical problems
  • Responsible for defining and executing the Technology Services Transformation and Remediation execution strategy, which incorporates audit remediation, obsolescence, effectiveness and efficiency improvements, process re-engineering, and continuous improvement
  • Responsible for ensuring the Technology Services project portfolio is clearly defined, meeting cost, schedule, and scope commitments - any projects not meeting these requirements are to be identified early and remediated back to required standards. This includes strategic programmes which are introducing significant technology advances, such as the Data Centre Evolution and the Cloud programmes
  • Develop RFPs/RFIs, oversee product evaluations, coordinate product selections, ensuring pricing, terms and conditions meet bank IT standards

Business
  • Awareness and understanding of the wider business, economic and market environment in which the group operates
  • Influences the Technology Services delivery responses and solutions to critical business problems
  • Implement service improvement programmes to reduce avoidable incidents, drive down service recovery times, automate manual processes, and generally improve the stability of applications and infrastructure
  • Ensure that projects with business deliverables are clearly communicated and socialised across the business stakeholder community. Influence relevant stakeholders to obtain a consensus where required
  • Synthesise complex technical and non-functional requirements from a variety of sources to present a considered solution to any identified issues. Ensure solutions maintain an appropriate balance between cost, risk, security, and service, and that any trade-offs are clearly articulated
  • Forge deep relationships with CIO business lines to understand their project deliverables and ensure full alignment with the Technology Services project portfolio.
  • Work with stakeholders to define business and technical requirements for new technology implementations and build support for these business cases.

Processes
  • Ensure compliance with the Technology Services processes within the process universe
  • Ensure project management standards, processes and procedures adhere to group policy
  • Evolve and embed best practices in key areas
  • Ensure vendor relationships are appropriately governed for project deliverables under management

People and Talent
  • Responsible for a team (manager of managers) of ~150 technical specialists and project managers, supporting all business lines with a global reach
  • Provide technical leadership across the team, with a deep understanding of concepts, principles, and practices across the variety of technologies utilised across Technology Services
  • Employ, engage and retain high quality people. Manage lower performers out from the bank
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations and work in collaboration with risk and control partners
  • Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.

Financial Management
  • Ability to interpret the Group's financial information, identify key issues based on this information and put in place appropriate controls and measures
  • Responsible for the management of the overall TRS BAU budget (~USD 9 million) and the Technology Services investment budget (~USD 80 million)
  • Responsible for proactively managing budget over and underspend, returning funds to Group (via ITO) when and where appropriate
  • Identify and exploit and opportunities for efficiencies and manage project deliverables to meet business efficiency targets
  • Ensure strong financial discipline and rigour is maintained and applied across the Technology Services investment portfolio

Risk Management
  • Responsible for identifying, assessing, monitoring, controlling, and mitigating risks to the Group.
  • Awareness and understanding of the main risks facing the Group and the role the individual plays in managing them
  • Responsible for synthesising risk information from multiple sources and forming risk remediation plans to address critical vulnerabilities and/or potential failure points
  • Ensure a full understanding of the risk and control environment within Technology Services and proposal of plans to reduce the holistic risk exposure
  • Ensure support procedures are in place and adhere to Group Security & Audit policies within the Transformation and Remediation team
  • Ensure that projects under management deliver the appropriate levels of risk reduction across the estate

Governance
  • Responsible for assessing the effectiveness of the Group's arrangements to deliver effective governance, and controls in the business and, if necessary, oversee changes in these areas
  • Responsible for the definition and execution of exemplary portfolio governance standards & ensuring that PM best practices are in place and embedded across the Technology Services group
  • Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role
  • Responsible for delivering 'effective governance'; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner.
  • Ensure that projects under management adhere to Group Standards

Regulatory & Business Conduct
  • Represent Technology Services during key regulatory inspections/special assignments, specifically regarding remediation planning and key deliverables within the Technology domain
  • Represent Technology Services during key external audits, specifically regarding remediation planning and key deliverables within the Technology domain
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank.
