Description

As the head of GCT APAC/EMEA Cards Development, GCT, the role is responsible for the overall product analysis, design, development and level 3 (L3) production support for the International Cards platform which serves seventeen Consumer, six Holdings and seventy-two Commercial Cards markets. Align cards and payment  technology strategy and roadmap  to global and region business goal. Drive to digital and help business to improve customer experiences.
Responsibilities Includes:
  • Setting overall technology strategy and roadmap for GCT APAC/EMEA consumer cards/lending and ICG/TTS commercial card international platform    
  • Providing thought leadership in governance of business driven change management, especially in phases of requirement, design, build, testing and deployment.    
  • Providing people leadership in talent management, team building and transforming cross border diverse team into forward compatible team.   
  • Providing personal leadership, working with global architect in transforming large complex legacy platform into forward compatible NexGen  platform.    
  • Providing value added consultative services to regional or country senior business and O&T  leaders in forming business revenue growth strategy    
  • Providing thought leadership in system quality improvement, KPI setting and tracking, system process and cost optimization, minimal system change revenue opportunity.     
  • Ensuring IS and compliance policy are fully adhered to, especially in the area of information security, risk and control, fraud and cyber security.    
  • Ensuring team financial from both Run The Bank and Build The Bank perspective are on or below budget. Actively track  execution of quality project delivery within  timeline    
  • Providing thought leadership in nurturing a multi-culture, diverse, innovative team.   
  • Attending senior manager all hands and governance meeting to ensure alignment of technology roadmap to business strategy.


Qualifications

  • Tech savvy thought leader with extensive experiences and skills in managing large complex banking platform consist of mainframe, distributed and NextGen platform.
  • In depth knowledge in large project management with water fall and agile SDLC.
  • Expert knowledge and know-how of cards account receivable running on CICSPLEX 24x7 real time and batch processing platform.
  • Understanding of card issuing and acquiring payment business including major association interfaces (Visa/MC/AMEX/CUP/Diners) and local country network.
  • In depth understanding of cards, lending and payment industry internationally, expert knowledge on cards and payment process and regulation including PCI DSS, association rules, consumer credit policy, OCC credit policy and Citibank risk and fraud policy.
  • 10+ years of progressive senior technology leadership experience in the financial industry or a related field with a strong understanding/focus on Consumer Banking
  • Experience leading large-scale transformation Programs at multinational financial institutions, driving Governance and Delivery Excellence processes
  • Bachelor degree in computer science, information technology, software engineering or a related field; Master's degree preferred
