Department Head of IT leading the DZ Bank AG, Singapore Branch

Responsibilities


 

  •  Lead and actively drive the IT team as Head of IT Singapore Branch
  • Manage proactive and accurate handling of (daily) IT operational tasks standard IT processes (including trading room)
  • Assist the global head to establish IT policies, concepts and procedures (from access management to service management) in compliance to respective regulations
  • Lead coordinate for local technological Vendor & outsourcing management topics supporting the Branch management as well as local Compliance unit. Must be familiar with MAS TRM & Singapore IT regulatory requirements
  • Actively drive forward and support local and head-office managed projects and activities for implementation and update of processes, applications and infrastructures
  • Following global policies as set forth by the management to support and manage user access requests (incl. physical access) as well as ensuring global and local policies are complied with
  • Support enhancement and professionalization of BCP/DR infrastructure and process
  • Lead provider management meetings for technical outsourcing incl. technical BCP/DR plans and coordinate providers’ SLA & audit reviews and liaise with respective specialist units in Head Office
  • Maintaining local server room, IT infrastructures (LAN, WAN, patching etc.), as well as the local services (IT Service Mgmt. view) including necessary documentation updates

Job Skills & Knowledge


 

  •  At least five years’ experience of IT operation in a major banking environment including trading floor support as well as basic knowledge of banking business (including, e.g. Transaction, AML)
  • Strong knowledge of IT infrastructures, vendor management/outsourcing management both technically and organizationally within a financial institution
  • Good understanding of dependencies and framework of BC/DR processes related to IT infrastructure, outsourcings and their relationship in different scenarios
  • Profound understanding and active execution of operational ITIL processes (e.g. incident management, configuration management, change management), ITIL V3 foundation certificate an advantage, especially in context with outsourced services and solutions
  • Extensive knowledge of IT Risk and IT Management principles, knowledge of COBIT and ISO 27K or certification is an advantage (e.g. Segregation of duties, ISMS Framework, cybersecurity processes)
  • Basic knowledge of local regulatory frameworks, guidelines, and manuals (from, e.g. local financial regulators, privacy regulators etc.) and exposure to in-house and external audits (e.g. Independent Compliance Assessments for Technology Risk Management)
  • Exposure and understanding of German/EU Regulations issued by BaFin, ECB or EBA an advantage

Requirements

  • University graduate in Computer Science or related disciplines
  • Analytic thinking and procedural working approach with a strategic mindset. Good implementation strength, focusing on goals whilst being emphatic to the team’s and branch users’ need
  • Great team player, willing to integrate into a well-established local team & global group of IT experts
  • Be a trusted advisor and subject matter expert to the team as well as to the branch members
  • Have a track record of being an extraordinary team leader, (pro-)actively leading by example as well as acting as a role model – with respective hands-on attitude
  • Excellent communications skills with the ability to manage cross-departmental and cross-cultural challenges as well as be the “rock” in crisis management
  • Proactive working attitude, active tracking and driving of topics, willingness to learn, to develop and to take over new roles, take over responsibilities especially towards IT Vendor- & Outsourcing Management related matters as a mid-term perspective or other subject matter expertise (e.g. IT Service Mgmt., IT Risk & Security Mgmt.)
  • Ability to manage user expectations and guide the team to fulfil user expectations within the framework of existing IT (vendor management & outsourcing) policies, standards and regulations
  • Willingness to occasionally work on weekends and out of business hours when required
  • Excellent communication skills, verbally & writing in English, German language skill an advantage
