Description About this role Regulatory Risk & Review - Vice President Business Unit Overview: The Regulatory Operations team plays a vital role for BlackRock in designing the end to end operating model for regulatory implementations, as well as overseeing ongoing regulatory compliance. The team acts as a central intersection with other operations, technology and Legal & Compliance teams within BlackRock. It operates across 3 main pillars:
- Risk: Governance of regulatory asks and risk as they relate to Business Operations
- Solutions: Implementing, remediating and overseeing end to end operating models for regulations
- Controls: Operating key controls for regulatory requirements and overseeing regulatory service providers
Examples of some of the key regulatory implementations and related follow-ups which the team have been involved in include MIFID II, EMIR and other G20 regs & SFTR
Job Purpose/Background: This role will head up the Edinburgh Reg Ops Solutions team, and will include some line management. The goal of the team is to design, test and implement changes to BlackRock's operational processes and technology solutions in support of regulatory requirements.
Key Responsibilities: The role will require working closely with Legal & Compliance, the Aladdin Product Group and other teams in Business Operations to deliver the following:
• Translation of Legal & Compliance regulatory interpretations into fully documented operational and technology business requirements
• Partner with APG and business teams to test and implement robust solutions to ensure compliance with key regulations
• Design and operate independent completeness and accuracy controls, and drive escalation and remediation of identified issues
• Lead the Reg Ops function in the Edinburgh office, building the team and engaging proactively with relevant business leads

Knowledge/Experience: Experience of working in the financial services industry across a wide range of products
Experience of analyzing complex data sets, business process analysis and testing
Ideally experience of regulatory change impacting financial services, e.g. EMIR, MIFIR, SFTR
Skills: Business Process analysis and design
Managing and executing testing of technology solutions
Data manipulation and analysis
Strong English Language and communication skills, both verbal and written
Self-motivated: able to show initiative and come up with ideas without prompting
Technical aptitude, understanding technology in a business context
