AVP - Compliance Assurance and Testing

Compliance Assurance & Testing (CA&T) is responsible for leading and delivering a comprehensive risk monitoring and testing capability across the bank and securities business activities of MUFG in London. The work of the department extends to conducting reviews, deep dives, communications monitoring and trade surveillance. Effective delivery of this programme requires collaboration with other Compliance Departments and engagement with all business and operational areas. The Department is organized into four testing teams covering; i) financial crime; ii) banking and private side business; iii) markets and iv) surveillance.

In this role, you will be responsible for conducting and supporting end to end testing of Financial Crime Processes, controls and risks across MUFG’s banking arm and securities business under a dual-hat arrangement. Under this arrangement, you will act and make decisions on behalf of both the bank and the securities business, subject to the same remit and level of authority, and irrespective of the entity which employs you.

• Carry out reviews and monitoring work with the aim of identifying any attempt by clients or members of staff of the firm to breach Financial Crime controls and regulatory requirements
• Undertake risk-based end-to-end testing of controls using standard templates in line with the Global Standards to evaluate the design and effectiveness of relevant controls, such as escalation processes, documentation of policies and procedures, reporting, list screening, regulatory change management, governance framework, and training
•  Work with the business to discuss action plans to remediate issues identified through financial crimes testing
• Coordinate with Issues Management to monitor and track resolution of financial crimes testing findings
• Assist in the validation of Management Action Plans designed to address remediation efforts and testing review findings
• Collect and analyse large amounts of data to ensure we meet Global Financial Crime Standards
• Develop test plans, scripts, procedures, and sampling methodologies  that incorporate regulatory expectations, industry developments and lessons learned from regulatory finding and internally identify issues by compliance testing and internal audit
• Take ownership for identifying control weaknesses and for escalating problems within the team in a timely manner
• Prepare/review reports summarizing the objectives, scope, findings and conclusions of completed testing
• Monitor developments, such as changes in the regulatory environment, which may necessitate ad hoc testing
• Work efficiently to meet deadlines relating to various projects
• Provide MI for management meetings and Head Office requests and be able to clearly understand and explain how an identified issue increases risk for MUFG Bank 

Skills and Experience:
• Excellent excel skills
• Strong understanding of anti-Financial Crime systems or technologies   
• Strong relationship management skills, as well as communication (written and oral) with senior stakeholders
• Effective time management skills, with the ability to produce high quality output and meet tight deadlines
• Problem solving, analysis and reporting skills
• Ability to exercise sound judgement, balance risk and practicality to determine appropriate actions/ solutions
• Experience creating or utilizing test scripts/procedures
• Relevant knowledge in at least two of the Financial Crime Topics, out of:
- Sanctions
- Anti Money Laundering (KYC & Transaction Monitoring)
- Anti-Bribery & Corruption
• Compliance testing or auditing experience preferred
• Broad understanding of the FCA Handbooks, Regulatory approaches & OFAC Standards
• Excellent presentation and interpersonal skills - ability to communicate clearly and concisely both in person and in writing

Work Experience:
• 4 years+ of experience in regulatory and Financial Crime Compliance 

Education / Qualifications:
• Degree level
• Relevant industry qualifications relating to Financial Crime preferred, e.g. CISI / ICA Diploma in Financial Crime  / ISCO / ACAMs beneficial
