Global Head of Regulatory Response & Oversight

Role Purpose

  • The Global Head of Regulatory Response and Oversight role is a new role that sits within TDQ & Reporting, GM Middle Office. GM Middle Office is a globally aligned, cross asset operational structure positioned equidistant from the Front Office, Operations, Finance and Risk. The TDQ & Reporting component of the GM Middle Office, consists of 3 other primary functions.
  • Trade Data Quality (TDQ), which provides a series of accuracy and completeness controls across the Trade Data domain;
  • Trade and Transaction Reporting (T&TR) which is responsible for delivery of our daily T&TR control responsibilities; and
  • Cross Asset Reporting (XAR) which provides a series on non-standard regulatory reporting and controls on behalf of the front office.
  • The purpose of the Regulatory Response and Oversight team is to consolidate key processes across the Trade and Transaction Reporting landscape into a single team, whilst also building out a capability to perform a series of services that are currently not provided today, but are essential if HSBC GM is to have a joined up approach to regulatory compliance globally.
  • It is currently anticipated that the team will initially number approx. 8 FTE of multi-disciplined senior SME's. The team will need a good understanding of the full product and regulatory reporting life cycle, from Operations & Middle office through to Legal, Compliance and technology.

  • Day to day leadership and direction across stakeholders to drive forward the successful design and implementation of the function.
  • Ensure the teams align with the strategic direction of Front office, Operational, Business, Compliance, Audit, Technology and other key stakeholders and infrastructure partners.

Leadership & Teamwork

  • In addition to the day to day leadership required, the role holder will quickly need to build effective stakeholder relationships, working collaboratively to deliver a successful function, in particular focus should be on the senior business leads / COO's.

Operational Effectiveness & Control

  • Drive the delivery of the Target Operating Model and implementation. Lead in the design, documentation and roll out of the reporting & controls.
  • Drive the implementation of the functional Control Framework, incorporating IT / Business Controls, Change Management, Assurance Testing, Issue and Escalation Management and Governance & Control Oversight.

Role Context

  • This is a new role in a new function, however there is already considerable business and functional support. Ensuring effective collaboration and communication across the functions will be instrumental in the success of the team and this role.
  • The role holder must be capable of navigating a large, complex organisation, have a strong product life cycle experience and regulatory life cycle understanding, with particular focus upon data management and control and regulatory reporting.
