To lead the provision of finance and accountancy services, including provision of accurate and timely financial information for decision-making, production of the annual budget, maintenance of sound financial control, and delivery of high quality and timely monthly and annual accounts.

HM Land Registry (HMLR) is undertaking a significant programme of business change.  Reporting to the Financial Controller, this role is key to supporting sound business decision making.  You will have the opportunity to apply your financial skills flexibly in a challenging and changing business environment playing a lead role in driving forward change and gaining a range of experience in return.

  • Leading the annual planning process, working with Strategy colleagues and Finance Business Partners to ensure a single coherent approach to standard setting, business planning and budget setting
  • Overseeing the preparation of monthly management accounts and leading the quarterly forecasting exercises, liaising with the Finance Business Partners in challenging the business
  • Directing the development and management of an appropriate financial delegation and control framework, working with others to ensure consistent and rigorous deployment across Land Registry
  • Production of high quality, compliant Annual financial statements and Whole of Government Accounts and other government returns
  • Lead responsibility for all aspects of the General Ledger, including chart of accounts, banking, VAT, Fixed Asset register, reconciliations
  • Advising on issues relating to the application of the FREM, IFRS and MPM (Managing Public Money).
  • Preparing and reviewing papers for Audit and Risk Assurance Committee and Board
  • Ensuring appropriate tax policies and controls are in place
  • Driving forward changes in response to our CIPFA Financial Management review, with a particular focus on improving financial awareness and capability across the business
  • Supporting the implementation of a new integrated HR and Finance system for HMLR.
  • Ensuring accurate and timely monthly and annual reporting to HMT via the OSCAR system.
  • Ensuring monthly transparency spend data is prepared and reviewed for publication

Accountable for:

  • Leading and managing two functional sub-teams, ensuring they work effectively with internal and external stakeholders
  • Providing accurate, relevant and timely information which meets decision making needs
  • Developing positive relationships with a wide range of Finance and business colleagues, including members of the Board

Leadership and team working:

  • The post holder is a key member of Finance Group’s Senior Management Team
  • The post holder leads a small team working collaboratively alongside Finance Business Partners and colleagues in business functions

Success Profile

Technical skills and qualifications:


  • Fully qualified CCAB accountant (or internationally recognised equivalent) and member of a CCAB accountancy body



  • Recent hands-on experience of financial accounts closedown and production
  • Experience across a range of roles including financial accounting, financial management and reporting
  • Track record of consistently delivering high quality outputs to tight deadlines
  • Substantial experience of leading and managing teams
  • Ability to work flexibly and manage tasks effectively according to priority, acting strategically and developing innovative and practical solutions
  • Ability to quickly develop, nurture and maintain strong working relationships with internal and external stakeholders
  • Strong written and verbal communication skills, including evidence of analysing and presenting financial information to non-financial decision makers
  • Excellent Excel skills and working knowledge of accounting software


  • Working knowledge of government finance
  • Preparation of annual accounts in the public sector, including working with the National Audit Office throughout the audit process
  • A good understanding of ERP (Enterprise Resource Planning) systems and their application to meet management information requirements developed in a financial accounting and reporting context

Resource management

Budget: Authorised signatory with responsibility for day to day financial transactions for nominated cost centres; may also monitor / review budgets for budget manager

Line Management: Two direct reports, leading an overall team of ten staff

Number of hours if not full time:

Success in this role is not defined by the hours worked so we can consider a range of working hours and patterns, however the expectation is the role will require a minimum of 30 hours a week.

Contract Type: Permanent

There may be some travel to other HMLR offices, on an infrequent ad-hoc basis
