UK/Regional Sanctions Advisory Lead

Role Purpose

  • Support the Global Banking and Markets (GBM) advisory manager and UK and Regional Head of Sanctions Advisory on the GBM sanctions advisory team, acting as a subject-matter expert (SME) on Sanctions legislation, regulation and compliance
  • Supporting the in-country sanctions teams within the Region with particular focus on the GBM led countries
  • Supporting the transition merging the UK GBM work into the regional work stream
  • Gaining good relationships with the business and relationship managers
  • SME on sanctions risk management and compliance with sanctions regimes imposed by the UK, European Union (EU), United Nations (UN), HKMA and USA, and HSBC Group sanctions policy
  • Analyse information, identify and track issues, and determine/address themes arising from regulators, the Monitor and the Compliance exception reporting processes
  • Maintain regular contact with Financial Crime Compliance and Global Banking and Markets Lines of Business (LoB) functions
  • Assist with identifying and supporting remedial action from relevant findings.

Key Activities

  • Advising on risk management decisions concerning retention, exit and reporting for customers in UK and Regional GBM
  • Supporting Regional Reputational Risk and Client Selection Committees on relevant GBM client relationships
  • Supporting GBM deals, negotiating and finalising wording in short timescales
  • Working with sanctions legal to promote risk based approach within law and regulation
  • Suggesting changes to filters including internal lists where finding comes out of a referral
  • Advice on controls designed to mitigate sanctions risk with respect to products, customer relationships and transactions
  • Advice on sanctions matters in relation to periodic, trigger-based or on-boarding reviews for UK and Regional GBM LoB in the Customer Segment section
  • Supporting the in-county sanctions policy teams and where appropriate the in-country GBM business directly
  • Ensuring data in relevant logs kept up to date in order to facilitate provision of reliable MI.

Knowledge & Experience

  • Deep understanding of UK/EU/UN/US sanctions essential
  • Sanctions experience essential
  • Experience in carrying out sanctions reviews per sector
  • Experience dealing with breaches and high risk exposures
  • Experience managing a team of advisors or lawyers
  • Good understanding of business activities for a large global banking group with diverse operations from retail banking, wealth management, commercial banking, global banking, investments, transaction services, asset management, private banking and insurance
  • Good understanding of the FCA rules (e.g. Systems and Controls) and all other relevant legislation and guidance, particularly in relation to the activities of the business lines supported
  • Experience dealing with OFAC and understanding of legislation
  • Proven analytical skills, together with the ability to support decisions with sound reasoning
  • Proven ability to clearly articulate business and regulatory implications of analysis and findings both to Compliance Colleagues and Business Heads
  • Strong interpersonal skills with the ability to communicate effectively at all levels
  • Proven leadership experience with an open communication style
  • Excellent verbal and written communication skills
  • Ability to work under pressure and within tight time-lines
