Management Analyst

Key Role:

Provide business transformation and risk mitigation services, focusing on the business processes, internal controls, and systems related to government asset property, equipment, and materials accountability. Serve as the subject matter expert for Command General Equipment, Property, Operating Materials, and Supplies Remainder (OM&S-R) and assist with the standardization and strengthening of applicable processes and controls. Analyze the update and generation of policy, operating procedures, and control documentation while evaluating the effectiveness of internal controls and completeness accuracy of amounts recorded into the general ledger. Compile quarterly property assets reports and reconcile financial data with budget submitting office. Conduct site visits and inspections at the type commander and unit level to provide training and ensure internal controls and processes are in place. Implement corrective actions to mitigate process and control deficiencies in support of obtaining an unmodified audit opinion and establish and maintain effective master schedule, objectives, and milestones. This position is located in San Diego, California.

Basic Qualifications:

  • 5+ years of experience in providing logistics and inventory or supply management support within DoD
  • Experience with the DoD 5000 Series and SECNAV policies pertaining to financial management, asset management, property, and supply procedures
  • Experience with the administrative requirements within the DON Supply Department according to NAVSUP P-723 and P-485
  • Experience in Microsoft Office Suite, including Excel
  • Knowledge of government property management and supply processes, systems, and programs
  • Secret clearance
  • BA or BS degree

Additional Qualifications:

  • Experience with Sarbanes-Oxley or OMB Circular A-123, Appendix A compliance
  • Experience with audits, audit readiness or financial statement and internal control audits
  • Experience in business process documentation and improvement
  • Experience with Defense Property Accountability System (DPAS)
  • Experience with Navy ERP
  • Experience with database management such as Microsoft Access, Tableau, or other
  • Knowledge of the Navy R-Supply system
  • MBA degree
  • PMP or DAU Logistics Certifications preferred
