The Assistant Chief Fiscal Officer serves as the primary fiscal resource for the Behavioral Health and Recovery Services (BHRS) division of the Health and Human Services (HHS) Department. The position is responsible for the development, monitoring, forecasting, variance analysis, and year-end close process of the BHRS budget. The position also provides oversight of cost reporting, grant budgeting, client billing, and fiscal monitoring of contracts. Key responsibilities include managing audits and serving as a subject matter expert on key provisions for various funding sources, including Medi-Cal, Short-Doyle Act, Substance Abuse Prevention and Treatment Block Grant, and Mental Health Services Act. The position will serve as liaison between HHS and other County departments and will work to ensure Federal, State and local accounting and reporting requirements and applicable laws, regulations and professional accounting practices are met. The position reports to the department Chief Fiscal Officer and manages approximately 7 – 12 direct and indirect staff. Although this is a management position, the job entails hands-on work, including reviewing and/or approving journal entries, requisitions, leases, contracts and position changes as well as performing ad hoc financial analyses. The Assistant Chief Fiscal Officer takes an active role in performance management, coaching, and staff/team development and is expected to train staff and ensure procedures and policies are up-to-date and adhered to. This position is expected to cross-train on other HHS program budgets to provide coverage during absences of other Assistant Chief Fiscal Officers and potential rotation of duties.
The ideal candidate has experience managing complex budgets with blended funding, including Federal, State and local funds.
