Global Data Governance Risk Officer
The Business Risk Senior Officer I is a strategic professional who closely follows latest trends in own field and adapts them for application within own job and the business. Typically a small number of people within the business that provide the same level of expertise. Excellent communication skills required in order to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business. Necessitates a degree of responsibility over technical strategy. Primarily affects a sub-function. Responsible for handling staff management issues, including resource management and allocation of work within the team/project.
Responsibilities: - Assist the Business in key policy adherence and monitoring.
- Keep Management aware of the risk and control environment of the Business through continuous and open communication, buy preparing and host Business Risk Committee meetings with Senior Management to present and follow-up on issues, concerns and corrective action plans.
- Update and maintain a robust Manager's Control Assessment (MCA) in compliance with the Citi Operational Risk Policy.
- Ensure adherence to the Citi Operational Risk Policy in regard to operational loss approvals and reporting.
- Ensure that the Business has a sound control environment from an information security perspective, including adherence to relevant policies where appropriate.
- Responsible for the coordination of key projects, including ensuring that annual Know Your Client (KYC) periodic reviews are timely executed.
- Serve as main point of contact for audit groups and ensure that all audit requests are timely and appropriately provided.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications: - 10+ years experience in Operational Risk Management, Audit, Compliance or other control function
- Familiarity with 3rd party risk models.
- Consistently demonstrates clear and concise written and verbal communication skills
- SQL, Perl or Python, Matlab or R, Excel VBA. Database administrator experience is a plus.
Education: - Bachelor's/University degree or equivalent experience, potentially Masters degree
This role serves as a senior leader and subject matter expert and drives execution across CPB's ecosystem of front-end controls, product processors, data warehouses and data flows to corporate functions, including Risk, Finance and AML. This role is accountable for leading and governing CPB's enterprise-wide data quality improvement strategies, including Critical Data Elements, Issue Management and Resolution, end-to-end process mapping, and Data Tracing.
This role reports to CPB's Deputy Data Governance Officer ("DGO").
The position responsibilities include the following:
• Develop, implement and monitor CPB's adoption of and compliance with the Citi Data Management Policy and Governance Framework.
• Collaborate with Citi's Chief Data Office, Finance, Risk, AML, and Compliance on the strategy, scope and direction to address data-related regulatory findings and compliance matters.
• Lead complex projects across multiple lines of business and functions such as Finance, Risk, AML, and Compliance to design, deliver and operate new data quality capabilities for CPB as part of regulatory commitments.
• Support all required activities related to CPB's Data Governance Program.
• Partner with the Regional/Product Business Risk Heads, CAOs, Technology, Risk, and FRI to execute CPB's Data Governance Program requirements and address data quality issues.
• Partner with CPB's Technology IMR Lead to implement and maintain a robust process to manage IMRs within the prescribed time frames.
• Partner with the Chief Data Office to execute the CDO's requirements, including the Monthly Operating Review, Data Tracing, EUC compliance, Monthly Data Quality Critical Data Element Scorecard break resolution, and Monthly IMR Feeder/Data Quality Exception Resolution Process.
• Coordinate activities related to Data Governance audits and regulatory exams.
• Interface with Internal Audit and the regulators on Data Governance topics as appropriate.
• Lead initiatives to enhance CPB's Data Governance program (e.g., identify and increase the number of Critical Data Elements under measurement in CPB's business processes).
• The role requires leadership and resolution of complex issues arising from unclear corporate and/or regulatory requirements.
• The role will partner with the Regions, Products, and Operations and Technology stakeholders to identify critical business processes and the associated critical data elements.
• Implement the enterprise Data Management Manager's Control Assessment ("MCA") requirements and monitor the MCA results.
• Lead efforts to develop and implement Data Governance procedures in line with the CDMP requirements.
• Collaborate with the Data Governance contacts in the Regions/Products and O&T, and establish new contacts as needed, to identify and resolve Data Governance gaps.
Knowledge/Experience Required:
• Proven experience in leading transformational change and in influencing geographically dispersed teams of world-class professionals.
• Experience in a Data Governance program with a large financial institution
• Data quality business process improvement experience
• Experience leading complex regulatory projects
• Strong technical understanding of data architecture, data quality and related technologies along with data quality management principles.
Skills required:
• Excellent verbal, written and presentation and communication skills from extensive direct experience working with senior management
• Strong complex project management skills
• Ability to partner and collaborate with individuals at all levels in the organization
• Ability to clearly articulate complex initiatives across stakeholder groups to achieve a collective understanding of objectives.
Qualifications:
• Bachelor's Degree in any of the following disciplines: Computer Science, Information Technology, Engineering, Math, Economics, or Finance
• Advanced degree preferred.
