Org .Setting And Reporting

 

 

The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General (RSG) for the investment of the assets of the UNJSPF. The RSG is, in turn, assisted in this function by the Office of Investment Management (OIM) of the UNJSPF. OIM manages a $65 billion multi-asset class, global investment portfolio, about 85% of which is actively managed in house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. OIM’s staff are all based in New York, but come from over 30 countries.

 

This position is located in the Office of Investment Management (OIM).  The Programme Officer reports to the head of the Information Systems unit, Senior Information Systems Officer.  The focus of this position is to lead the implementation, monitoring and evaluation of projects, operations and other activities in the Operations and Information Systems Section to ensure the implementation and delivery of Target Operating Model by 2021. Responsibilities

 

Within delegated authority, the Programme Officer is responsible for the following duties:

 

• Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, 
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. 
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (work programme, programme budget, etc.).
• Performs other duties as required.

 

Education:

 

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, engineering, business administration, management, or other related fields.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Highly recognized programme or project management certifications required (i.e. PMP, CAPM, CSM, CompTIAProject+, PRINCE2).

 

 

Work Experience:

 

  • A minimum of seven years of progressively responsible experience in project or programme management, change management, service management, budget, procurement, IT governance or related areas is required. 
  • High proficiency in Microsoft (i.e. Word, Excel, PowerPoint, Visio and Project), SQL, SharePoint, Adobe Creative Suit, Project Management Platform (i.e. Zoho, Trello, Project) and Service Management Platform (i.e. Service Now, BMC, Atlassian) is required.
  • Relevant experience related in an investment management organization focused on operations support, ITIL process and some ISO standards (i.e. 27001, 9001 and 22301) is desirable.
  • High proficiency in various asset management platforms (i.e. Bloomberg, eFront, Burgis) is desirable.

 

Languages:

 

English and French are the working languages of the UN Secretariat. For this position fluency in English is required. Knowledge of another UN official language is an advantage.
