Currently, the Law Enforcement Unit is seeking a self-motivated, versatile Manager, LEU Admin and Technology Services to be located in Dallas, El Paso, or Houston TX. The Manager, LEU Admin and Technology Services leads administrative, analytical, compliance and technology services for Law Enforcement. The manager has the following job summary/purposes: identifies and implements best practices and achieves results; has oversight responsibility for staff performing various administrative, analytical, compliance and technology functions; develops and maintains standard business rules, regulations, and procedures; oversees research and analysis of investment opportunities; maintains and monitors the District LEU budget; supports efficient and effective operations to improve accountability; provides leadership and coordination, which includes supervision of varied and/or complex work or indirect supervision over routine work; makes recommendations pertaining to operations and strategic direction of the Law Enforcement function.
Manages professional employees and/or supervisors. Is accountable for the performance and results of a team within own discipline. Adapts departmental plans and priorities to address resource and operational challenges. Decisions are guided by policies, procedures and business plan; receives guidance from manager. Provides technical guidance to employees, colleagues and/or customers.
Manages employees by establishing work assignments, setting performance expectations, and monitoring results for assigned staff. Coaches and develops staff members
Develops unit goals, individual performance and development plans. Provides feedback on progress and holds team accountable for meeting planned objectives. Completes all required reviews on schedule and provides appropriate coaching and guidance
Oversees the preparation and monitoring of the District LEU budget and ensures efforts align with short and long-term business objectives; generates measurement systems and reports designed to improve forecast accuracy; writes narratives and manages District LEU expenditures and prepares regular reports throughout the year for LEU management and senior management; oversees project management of projects and develops prioritization plans to manage projects efficiently over the long-term. Conducts quantitative and qualitative analyses for strategic decision-making and provides tactical recommendations to District LEU management
Applies complex statistical data modeling to business strategies. Interprets financial and operational data using cost-benefit analysis as appropriate and presents recommendations to senior management. Analyzes business issues and makes recommendations to maximize operational efficiency, quality and compliance
Effectively manages ongoing operations and continuous improvement of the LEU technology group so that the services delivered meet quality, compliance, and timeliness requirements of customers. Applies process improvement methods to improve service delivery effectiveness
Establishes priorities and oversees work, workloads, milestones, deadlines and commitments of the group
Manages compliance with information technology policies and standards for the department. Reviews risk and recommends or implements mitigating actions. Oversees the development and implementation of processes and controls necessary to assure compliance with information security policies and standards
Oversees the coordination and audit/compliance efforts for District LEU, manages efforts to identify specific compliance needs including taking an active role in the planning efforts, and monitoring the execution and completion of audit/compliance reviews, policy and procedures assessments, and other business process reviews; oversees the preparation of improvement opportunities resulting from internal reviews and analyses; directs follow-up activities to address improvement opportunities and initiatives to ensure management-approved recommendations are implemented timely
May serve as District liaison or contact to staff from internal audit and Board of Governors as well as District and System operational review teams and System compliance efforts. Maintains relationships with other Reserve Bank compliance personnel to foster compliance partnerships to exchange concepts, ideas, and best practices
Directs efforts to improve the effectiveness, efficiency, costs in operations, workflows, and methodologies; leads or completes project work of high complexity and priority. Seeks and supports new ideas or innovative approaches to department work processes while balancing and taking intelligent risks, questions assumptions and conventional thinking and practices to continuously improve processes
Coordinates the development of business plans and high priority objectives and monitors to ensure performance metrics and goals and objectives are met
Researches and interprets requirements from the Board of Governors and related authorities, as well as emerging or evolving best practices and trends both in the System and in the industry, and recommends best practices for consideration; reviews and opines on staff research recommendations

EDUCATION AND EXPERIENCE:
Bachelor`s degree, with a major in Business Management, or related field is preferred; coursework in operations management, budgeting, and accounting is a plus
5-7 years of related professional work experience, with a focus on audit, compliance, budget, process improvement, of which includes 2+ years progressive management experience, or an equivalent combination of education and job-related experience. Technology experience preferred
Strong coaching, mentoring and facilitation skills
Ability to work and communicate effectively with all levels of staff within own area, in other departments within the bank, and other locations throughout the System
Excellent listening, oral and written communication skills
Knowledge of budget development and analysis of budget reports, contracting, and procurement processes as well as accounting principles and activities
Demonstrated ability to maintain confidentiality of information
Strong organizational skills to effectively manage multiple duties, assignments, and projects simultaneously
Demonstrated effective performance in numerous competencies including problem solving and critical analysis, strategic and conceptual thinking, information seeking and initiative, and process improvement
Equivalent education and/or experience may be substituted for any of the above requirements
WORK HOURS AND CONDITIONS:
8:00 a.m. to 5:00 p.m., Monday through Friday. Flexibility / additional hours may be required based on business needs; some travel may be required up to 15%
This position may be located in the Dallas, El Paso, or Houston office.
This position may be filled at various levels based on candidates experience and departmental needs.
