Isaacs, 35, joined Lehman as a managing director in 1996 and was global head of equity derivatives and head of the equity division in Europe before being appointed chief operating officer in March 1999. He is also a member of Lehman's operating committee. Timothy Plaut has been appointed co-head of Goldman Sachs' German business. He will work alongside Paul Achleitner, who leaves at the end of the year to become chief financial officer of Allianz. Plaut was previously managing director of investment banking in Germany, Austria and Switzerland. He is replaced by Alexander Dibelius and Stefan Jentzch. The British registered United Bank of Kuwait has appointed Philip Young as deputy chief executive for finance, operations and risk. Young was formerly chief administrative officer of Daiwa Europe, where he had responsibility for finance, credit, risk and operations, as well as several other functions including compliance and legal. He was also previously director of planning and strategy at NatWest Markets and finance director of NatWest Securities. Robert B Kahn has been appointed head of the European emerging markets team in Citigroup's economic and market analysis department. He will be based in London and will supervise the firm's analysis of emerging economies in Central and Eastern Europe, the Middle East and Africa. Kahn will report to Lewis Alexander, head of EMA's global emerging markets team.
